As a party to the United Nations Framework Conference on Climate Change (UNFCCC) and the EU
candidate country, Albania is in the process of defining its intended nationally determined
contribution (INDC) to be submitted to the UNFCCC Secretariat prior to the Paris COP 211. A political
process has been initiated by the Ministry of Environment in order to develop and submit an INDC
before the Paris COP 21, while the future IPA 2013 project supporting climate policy development of
Albania was designed to provide support in this respect. Unfortunately, as its start is foreseen for
June 2015, this will not be possible. So far, the ECRAN project has provided some elements for the
work needed to develop an INDC. However, in order to develop a full-fledged INDC which could be
adopted by the Albanian government, further technical assistance is needed. Also, provided on the
volume of work performed, some additional funding might be needed.
The concept of the project is twofold: to assist Albania in the technical work of preparing
greenhouse gas (GHG) projections and to promote the political process of INDC
initiation/preparation. The technical paper on GHG projections will be based on the existing
modelling work on emission projections and will include a description of assumptions and
methodological approaches.
SLED (Support for Low-Emissions Development in South East Europe) project team where the
potential form of assistance to the Albanian beneficiaries was also discussed. Participants of the
meeting took stock of the available modelling exercises in Albania which could potentially be used
for determining options for INDCs.
The tasks for preparing a draft INDC are manifold and have to be implemented in a short time-
frame. The following task list takes into consideration what is potentially doable to prepare and
submit an INDC before 1 October 2015. The process is divided into eight steps including the
government approval and submission as they are important for work planning on the INDC
submission.
