Regional Training Seminar part 2 on National Systems for GHG inventories (and projections)

Technical experts that will contribute to the step-by-step process carried out by the ECRAN As Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol, the European Union and Member States are required to report annually on their GHG emissions. They also have to report regularly on their climate change policies and measures through National Communications.

The annual EU GHG inventory report is prepared on behalf of the European Commission by the European Environmental Agency each spring. In line with UNFCCC reporting requirements, each Member State's annual inventory covers emissions up until two years previously.

General Objective

The aim of this training seminar is to provide a second step in progressing the National Systems and gradually improve/increase technical knowledge and institutional and procedural capacities of the ECRAN countries to prepare submissions of the National Inventory Reports according to the requirements of the MMR.

The training seminar is covering following activities of ECRAN’s Working Group 2 on “National inventory systems and the EU Monitoring Mechanism Regulation”:

  • Merged Sub-task 3.2.2.B and 3.2.3A and 3.2.3B related to regional technical training seminars on GHG inventory national systems in the framework of the MMR/Minimum legal and institutional requirements

Expected Results of the Workshop:

  • Collectively elaborate specific plans for improving national systems for GHG estimation based around the list of results and activities for each country;
  • Setting priorities for country-specific short and long-term GHG inventory improvements.

Training Seminar Preparation

Following part 1 National Systems workshop in October 2015 participants were provided with additional guidance (NationalSystemCountryPlansGuidances-v1-final.pdf) and templates (NationalSystem-CountryPlans-Template-v2) for reporting back before the workshop on:

  • A list of National System results (maximum 6) and associated activities each country plans/hopes to achieve over the next 2 - 5 years;
  • A list of any complimentary projects which our work under ECRAN should be aware of and link with.
